# PI outer boundary — data licence

The file `pi-boundary.json` in this directory is a **Derivative Database**
built from three open-licence sources. The two attribution-required
sources (OSM and UN OCHA) both attach to the resulting file; the third
(Natural Earth) is public domain and imposes no obligation.

## Sources & licences

### 1. OpenStreetMap — ODbL 1.0

The Israel-proper portion of the polygon (the south/east perimeter
plus the Green Line at Golan) and the two inland water bodies come from
OSM.

- Golan Heights Sub-district — [OSM relation 11585174](https://www.openstreetmap.org/relation/11585174), `admin_level=5` (used as the Golan cutter)
- Sea of Galilee / Lake Kinneret — [OSM relation 8630890](https://www.openstreetmap.org/relation/8630890) (added back inside PI; entirely Israeli per pre-1967 armistice line)
- Dead Sea — [OSM relation 9351124](https://www.openstreetmap.org/relation/9351124) (western half only, split at longitude 35.50 E as approximate 1994 Israel-Jordan Peace Treaty median line)

### 2. UN OCHA — CC BY 3.0 IGO

The West Bank + Gaza portion of the polygon (Areas A + B + C + East
Jerusalem + Gaza as one contiguous shape) comes from the UN OCHA COD-AB
Palestine dataset.

- Layer used: `pse_admin0.geojson` (ADM0, State of Palestine)
- Source data: digitized from historical maps by the Palestinian
  Ministry of Planning; distributed by OCHA Field Information Services
  Section (FISS)

### 3. Natural Earth — public domain (no attribution required)

The Mediterranean and Gulf of Aqaba coastlines come from Natural Earth's
10m Land dataset. OSM's `admin_level=2` for Israel follows the 12 nautical
mile territorial-water line, drifting ~24 km offshore; intersecting with
Natural Earth land pulls the boundary onto the actual coast.

- Feature used: Afro-Eurasia landmass (feature index 0), clipped to a regional bounding box for size.

Licence: **public domain** per [Natural Earth's Terms of Use](https://www.naturalearthdata.com/about/terms-of-use/) — no restrictions, no attribution required.

Result: a single Polygon covering Israel + West Bank + Gaza with the
Golan Heights excluded (Green Line at the northeast edge), the actual
coastline on the Mediterranean and Gulf of Aqaba (no ~24 km offshore
drift into territorial waters), and the Sea of Galilee + western half
of the Dead Sea correctly included as inland water bodies. Extracted
2026-07-07.

- **OCHA (CC BY 3.0 IGO)**: attribute © UN OCHA FISS.

How the map application meets these, in its attribution corner
(bottom-right of the map):

- **OpenStreetMap** is credited once, by the map's "© OpenStreetMap" link
  to <https://www.openstreetmap.org/copyright> (part of the basemap
  provider's required attribution). That credit covers all OpenStreetMap-
  derived data shown on the map, including this boundary file; a second
  OpenStreetMap credit alongside it read as a duplicate and was removed on
  13 Sep 2026. This page carries the full "© OpenStreetMap contributors,
  ODbL" statement and is linked from the corner as "Boundary licence details".
- **UN OCHA FISS** is credited directly: "Palestine boundary © UN OCHA FISS
  (CC BY 3.0 IGO)".

## Scope of the ODbL share-alike obligation

ODbL share-alike attaches to this Derivative Database (the boundary file).
It does NOT attach to:

- the application source code
- rendered map images / screenshots (Produced Works)
- user-drawn division lines saved through the app (those are new
  user-created content, not derived from OSM data)
